i. After formation of the DPSC and at the end of the Two-month term of the CA, the ministries of interior of the FMS and FGS begin process of establishing Interim district administration (IA) with a mandate of 6 months. The CA and the DPSC take lead of this process supported by the partner organization.
ii. The MOIs and MOIFAR define composition of the IA structure and avenues for the IA establishment. As per government local governance policy, the IA must have 9 members where some are selected by the community while some are appointed by the government.
iii. Extensive community consultations are held championed by two the ministries, CA, DPSC and partner organizations to form a civilian-led Interim Administration (IA) comprising of: .
a) Interim District Commissioner/ Head of the District Peace & Stability Committee (DPSC).
b) 1st Deputy DC (Political & Security Affairs)- Community selected.
c) 2nd Deputy DC (Administration & Finance)- Community selected.
d) 3rd Deputy DC (Social Affairs)- Community selected
e) District Police Commander. (nominated).
f) Local Government Secretary. (nominated).
g) District Intelligence officer. (nominated).
h) District Court Chairman. (nominated).
i) Public Information Officer (nominated).
2nd Step.
District Council Formation (DCF) a permanent administration with four-year terms.
iv. Awareness, assessment and community consultations on the formation of district councils championed by the ministries of interior, IA and partner organization.
v. District-wide reconciliation campaigns.
vi. Community consultative meetings comprising inclusively representative delegates of about (100-150) that select 21 or 27 district council’s members depending on the district status (A or B).
vii. Only the district council members (21/27) cast ballots in the election of the district administrative structure.
viii. The ministry of interior appoints district council election committee comprising of senior staff.
ix. District-wide conference to elect district administrative structure consisting of: -
a) District Mayor.
b) 1st deputy in charge of security and political affairs.
c) 2nd deputy in charge of administration and finance.
d) District secretary general (appointed by the Minister of Interior (FMS) after nomination by the elected district administration.
e) Other previously appointed district security and justice officials remain put (not subjected to election).
3rd Step.
x. After election of the district administrative structure and appended into the nominated district officials, a fresh DPSC is formed. The criteria, composition and ToR remain the same.

Stage 1: Preparatory and Reconciliation Activities.
1. Induction training for the Technical Committee.
2. Launch of the District Council formation process.
3. Civic dialogue sessions.
4. Issue-based dialogue for youth training.
5. Training of peace mothers, youth, and elders/religious leaders on conflict resolution.
6. Support to women’s advocacy initiatives.
7. Sensitization and advocacy meetings with clan elders on the 30% women’s quota.
8. Development of the District Reconciliation Action Plan.
9. In-depth reconciliation session on power-sharing arrangements.
Stage 2: Delegate Training, Elections, and Leadership Formation.
1. Training of delegates on district council election procedures and processes.
2. Specialized training of female delegates on leadership skills.
3. Elections of council members and delegates.
4. Training of elected council members on commissioner and deputy commissioners’ election guidelines.
5. Election of the mayor and deputy mayor.
6. Inauguration of the mayor and elected District Council members.
