The development of this Hirshabelle Stabilization Strategy and Recovery Plan demonstrates the commitment by the Hirshabelle Inter-Ministerial Stabilization Coordination and Recovery Committee technically led by Ministry of Interior and Local Government to fulfil the decisions and commitments made in 2022 when large scale offensive against Al-Shabaab was launched in Hirshabelle territories, most notably the need for strengthening cooperation between Hirshabelle State Administration and international actors in providing critical services to the communities recovered from Al-Shabaab. In this regard, the Stabilization Strategy and Recovery Plan serves to achieve the Hirshabelle’s aspiration to strengthen the resilience of the communities recently recovered or fragile against terrorism.
Hirshabelle Stabilization Strategy and Recovery Plan serves as a relevant tool tailored to address the key challenges affecting the vulnerable communities, such as terrorism and climate change and promoting community recovery programming, good governance, transparency and accountability in both the political and socio-economic domains. Last but not least, the Strategy provides necessary guidance for the development of tools that will be applicable nationally and regionally, and facilitate resource mobilization.
This strategy is the product of the broad consultations among regional and local authorities in Hirshabelle State, relevant agencies and experts of the state, and other stakeholders, all focused on producing a common strategy that is acceptable to all the state institutions.
Anchored on five strategic components/objectives, the Strategy is designed to address the short, medium and long-term needs of the Hirshabelle State towards stabilization, resilience and recovery of the affected areas. In achieving these objectives, there is a strong imperative to involve local communities in the implementation of stabilization initiatives.
I am delighted to present the Hirshabelle Stabilization Strategy and Recovery Plan for the state and federal institutions and our international partners, convinced that if effectively implemented it will transform Hirshabelle newly recovered and fragile districts communities by enabling the Hirshabelle State to sustainably address the root causes of the Al-Shabaab insurgency through transformative initiatives. In order to achieve its stated objectives, the Hirshabelle Stabilization Strategy and Recovery Plan needs to be implemented with the required effective coordination mechanism and the generosity of our partners.
It is my hope that the Strategy and the Recovery Plan will strike the right chord among our donors and partners to donate generously for this noble cause.
