1. Supervise, support and facilitate the establishment of local governments and their services.
2. Coordinate government policies and programs at local level through local governments.
3. Conduct citizen registration through issuance of identity cards, birth and death certificates.
4. Develop and maintain up-to-date database for registration of persons including IDPs.
5. Support registration of voters for parliamentary elections.
6. Empower and equip local governments to deliver efficient and timely services to the public.
7. Validate and register the traditional elders of Hirshabelle.
8. Support and complement traditional leaderships in peace building initiatives.
9. Create awareness and promote peace building through community participation.
10. Liaise and work with law enforcement agencies in Hirshabelle to contain conflict, crime and local security challenges in collaboration with the Ministry of Security.
11. Oversee and coordinate humanitarian response programs state-wide.
12. Supervise future Land Dispute Resolution Committee and Disaster Management Agency.
13. Chair Interministerial Committee on Local Government attached to the Presidency.
14. Perform additional duties and responsibilities as required by the Hirshabelle development plan and changing or emerging circumstances.
